Capacity building

Factsheet – Helping Communities Participate in a Just Transition | April 2024

2024

In this CINTRAN factsheet we focus on a crucial part of the decarbonisation policy landscape: capacity building. In carbon-intensive regions coal, peat, oil shale, oil and/or gas is central to local economies. Higher-level government or policymakers might be tempted to assume that simply opening up avenues
for input will be enough for communities to participate in governance or vision setting, or that locals can easily apply for funding just transition projects by themselves. However, our research found that people find it much more difficult to do these things than governments sometimes expect. It is often more important to support those with fewer resources in order to ensure a just transition. This factsheet is designed to help policymakers make it easier for residents to navigate the funding process and succeed with bottom-up initiatives.
