Resistance to decarbonisation efforts from the public is a reality in many carbon-intensive regions across Europe.  Communities undergoing the transition away from fossil fuels have very real social and economic concerns about what their future may look like.

Fear can manifest as protests, blockades, worker strikes, sit-ins and other forms of disruption. This CINTRAN fact sheet discusses how local governments might mitigate or lessen these forms of resistance to decarbonisation—resistance that is grounded in people’s social and economic concerns about their own communities. Tackling resistance directly can help ensure a smoother path toward decarbonisation by addressing the underlying social and economic concerns that may be motivating many members of resistance movements.
