Just transition as a security investment

Russia’s war on Ukraine has thwarted all hopes that the region can benefit from its location as a hub to large Russian markets. Now, instead, investments are needed to strengthen the region as a bulwark against Putin’s Russia’s political and military threats. A just transformation to a low carbon economy in Estonia’s Ida-Virumaa is a key for national and regional security.
A just transformation to a low carbon economy in Ida-Virumaa would benefit from a dedicated process owner, empowerment of the local people and governments, and clarity on the possible impacts and relevant copying strategies.
