Local and regional development plans are created at different governmental scales and usually include provisions for infrastructure development. These plans present coherent and broad development strategies and include a vision that moves beyond the construction of a single factory or the implementation of a single policy. Regional or local development plans include medium to long-term development ambitions. For example, a plan might focus on retraining workers from the fossil fuel industry, closing down a number of coal-fired plants, and establishing new industries at the regional or local level. The plans may or may not be related to Just Transition allocations.

This strategy is generally transformative in nature: it may be formulated even in the early stages of transition, but it is usually deployed in middle-to-advanced stages, when most political parties have accepted the prospect fossil fuel industry decline, and proactive strategies to cope with coal phase-out start to be implemented.
