In 2021, five major NGOs co-signed a statement targeted at the Spanish government. Friends of the Earth, Ecologists in Action, Greenpeace, SEO/BirdLife and WWF confirming their continued support for renewable energy but asked the government to develop clear socio-environmental criteria to protect communities and biodiversity.

Spain has ambitious plans to increase its renewables capacity by 2030, and a number of plants are planned to be built in Asturias. The government has not explicitly created the requested criteria, but the country is bound by new rules under the EU Biodiversity Strategy that seek to mitigate some harm from, in particular, wind parks.
