In 2021, the Polish city of Wałbrzych became a member of the “Green Cities” network, the flagship project of the European Bank for Reconstruction and Development (EBRD). EBRD will provide funding for energy retrofitting of city-owned housing (EUR 5 million), the construction of a bypass (EUR 12.1 million), and thermal modernisation improvements (EUR 12.9 million). As a condition of membership, the city then began developing a Green City Action Plan (GCAP) to start transitioning towards a low-emissions economy using participatory spatial planning.

This is an adaptive strategy with the potential to be transformative, depending on the execution and success of initiatives.
