Elite meetings to dicuss transition pathways
Meetings with government ministers is a lobbying coping strategy that can be used to resist, adapt or transform government policies and decisions. However, this strategy is usually only available to elite level actors who have access to politicians. This includes company heads and business executives, social elites, and occasionally union heads or NGO leadership. Lower levels of government can also lobby higher levels and usually find it easier to meet with ministers. It’s also possible for less powerful actors to use this strategy but it tends to happen only under exceptional circumstances and also depends on how open government is.
Meetings with ministers are used at all transition phases. They can be highly influential in shaping transition pathways, but this also depends upon the predisposition of the minister and government, public opinion, transition pathway to date, and many other contextual factors.
