Proposed new programs for regional colleges
The proposal of new education programs is a rhetorical adaptive strategy that sometimes shows up during early stages of transition. In Ida-Virumaa, there are several examples of university administrators and various academics and scientists proposing new programs. In one example, a scientist from the Ida-Virumaa Technical College proposed several opportunities including upgrading of the curricula to include wind energy, digitalization, and big data; research into fuel and chemical technologies to support existing oil shale industries; new research into carbon capture and storage, the circular economy, waste reuse, and new mineral exploitation opportunities; and, retraining of redundant oil shale industry employees.
