Research into energy transition options is a coping strategy most frequently employed by NGOs and think tanks. Governments at different levels also sometimes produce or commission reports on different aspects of the transition to explore different policy options. Research reports are adaptive coping strategies that attempt to understand transition contexts, identify problems and propose pathway, policy or instrument options.

The CINTRAN inventory identified a number of research reports published by large NGOs. For example, the WWF, Greenpeace, and Bankwatch all have published studies on different countries exploring transitions options. In this context, energy transitions publications can be seen as lobbying tools as different interests try to shape future transition pathways.
