In October 2016, Miskolc, the county capital of Borsod-Abaúj-Zemplén in Hungary, committed to reduce its carbon emissions by 40 percent by 2030. The Sustainable Energy Action Plan of Miskolc promised a more liveable urban environment and efficient energy management. The action plan was prepared by the local government and the Construction Quality Control Innovation Nonprofit (ÉMI) Ltd. with the aim of reducing Miskolc’s carbon emissions by at least 20 percent by 2020. This was one of the city’s commitments when it joined the European Covenant of Mayors in 2015.

In late 2016, The Borsod-Abaúj-Zemplén County Local Development Council was established under the auspices of the Borsod-Abaúj-Zemplén County Development Agency. Twelve county municipalities participated as contracted or cooperating partners. The municipalities took part in various capacity-building activities and study visits, and worked together to develop a regional energy vision for 2050, linked to the EU Operational Programs 2014-2020 and taking advantage of the efficiency of EU resources. They also worked to promote sustainable energy and efficient investments.
