Many actors have responded to decarbonisation policies by seeking out new working relationships with actors they make not have collaborated with before. In the database, there are examples of new partnerships between businesses, cities, governments, and civil society organisations. New partnerships can be targeted at resistance, adaptation or transformation, although most examples from the database focus on adaptation and transformation.
Partnerships for adaptation and transformation are more likely from middle transition stages on. Their success varies depending on the commitment of partners, their resources, and their goals.
