Use of biomass at Narva power plants (Estonia)
In 2019, the Estonia government began designing a bill that would allow for the generation of energy from biomass at the Narva power plant complex. The Narva plants include the world’s two largest oil shale-fired generation plants. The oil shale industry has been in decline in Estonia, and decarbonisation policy has made the operation of these plants even more challenging. The conversion to up to 50% biomass in these plants is hoped to significantly reduce carbon emissions, and help maintain jobs in the region.
The bill is controversial because it mainly benefits the state-owned energy company Eesti Energy. However, it was approved in late 2021.
