Outmigration from Ida-Virumaa, Estonia
The population of the Ida-Virumaa oil-shale region is declining. This is in contrast to other regions of Estonia where the population is increasing. In Ida-Virumaa, population decline, especially amongst younger people, is associated with a reduction in well-paid jobs. This is further linked to depreciation of the housing stock and depression of the local economy.
The Estonia government is investing resources in education programs, attracting new industries, and in regional economic development to limit further outmigration. This includes funds from the EU Just Transition Fund.
